Nilo M. Santiago 1989 Signed Postmodern Original Artwork

Beautiful seascape original signed & dated artwork, encased in a glass & plastic frame with a floating look. There's a small section in the lower right corner that looks to be a smudge or possible old tape mark, but I'm not sure if it's in the glass or on the art itself.  Nilo M. Santiago is an American artist, originally from the Philipines, who is retired from the US Air Force and lives in Washington D.C.  He was the official Air Force artist.
